The updated Terms and Conditions for exhibitors are now available. They set out the eligibility requirements for participation, application review and approval procedures, payment and cancellation policies, and other important rules and responsibilities relating to participation in the Taipei International Book Exhibition.
All applicants are advised to review the updated Terms and Conditions carefully before submitting an application. By completing and submitting an application, the applicant acknowledges that they have read, understood, and agreed to comply with the applicable requirements.

General Conditions for International Participation at the 2027 Taipei International Book Exhibition
For the purposes of these General Conditions, “the Organizer” and “TBFF” refer to the Taipei Book Fair Foundation; “TIBE,” “the fair,” and “the exhibition” refer to the Taipei International Book Exhibition.
1. Eligibility
TIBE welcomes applications from non-Taiwanese companies, organizations, associations, public bodies, institutions, and professional representatives whose primary business activities are directly related to the book, publishing, and publishing-related industries.
Eligible applicants may include, but are not limited to, entities primarily engaged in:
- book publishing;
- book distribution, import, export, sales, retail, or wholesale;
- printing and publishing production services;
- rights licensing, rights agencies, literary agencies, copyright brokerage, and other professional rights-related services;
- publishing-related products and services, including educational publications, digital publishing, audiobooks, book-related technology, publishing platforms, and professional services for publishers;
- stationery, book-related merchandise, illustration, design, and creative products connected to publishing, reading, or book culture;
- public, cultural, educational, or professional institutions whose participation is for the purpose of promoting books, reading, publishing, translation, rights exchange, or publishing-related cultural exchange.
All applications are subject to review by the Organizer. The Organizer reserves the right to request additional information, supporting documents, product lists, catalog materials, website references, or other materials necessary to verify the applicant’s eligibility and proposed exhibition content.
Applicants whose primary purpose of participation is not related to publishing, rights trading, book sales, publishing services, publishing-related products, or professional/cultural promotion of books and reading may be declined.
The Organizer may decline or cancel applications from applicants whose proposed exhibition content or on-site activities are primarily related to religious preaching, missionary work, proselytizing, political advocacy, ideological campaigning, direct selling, recruitment of members, fundraising, donation solicitation, or other activities unrelated to publishing or book sales.
For the avoidance of doubt, books or publications concerning religion, philosophy, spirituality, cultural studies, history, art, or academic research may be considered eligible when they are presented primarily as publishing products or rights-related materials. However, if the Organizer determines that the applicant’s main purpose is religious propagation, recruitment, advocacy, or other non-publishing activity, the Organizer reserves the right to decline the application or terminate the exhibitor’s participation.
The Organizer reserves the final right to determine whether an applicant, exhibitor, product, service, display, or activity falls within the eligible scope of the exhibition.
2. Forms of Participation
Exhibitors may participate in TIBE through activities including, but not limited to, B2B business meetings, rights meetings, publishing promotion, reader engagement, and B2C direct sales.
Exhibitors who sell goods during the exhibition must comply with Taiwanese laws and regulations. In particular, exhibitors should note that, in accordance with local consumer practices and tax regulations, legal proof of purchase, such as a Uniform Receipt or other legally acceptable tax or purchase document, may be required for on-site sales.
The Organizer shall not be liable for any claims, fines, penalties, or disputes arising from an exhibitor’s failure to comply with applicable laws and regulations.
3. Booth Types
Booths are offered in two types: “Space Only” and “Standard Shell Scheme.”
“Space Only” booths are suitable for larger stands, collective stands, or exhibitors who wish to design and construct their own stand. A minimum order of two booth units is required for Space Only applications.
Exhibitors applying for Space Only booths are responsible for the design, construction, decoration, electricity planning, and all related costs of their booths.
“Standard Shell Scheme” booths are provided according to TIBE’s standard package specifications. The standard booth package will be constructed by the Organizer’s official contractor. The official contractor may contact exhibitors directly regarding package details and additional service options.
The items included in the Standard Shell Scheme package may not be substituted. If an exhibitor chooses not to use certain items included in the package, no deduction, discount, or refund will be provided.
Exhibitors may, at their own expense, order additional services or equipment from the official contractor, including but not limited to poster printing, poster installation, additional furniture, lighting, or other booth facilities.
4. Booth Allocation
All booth locations in the International Zone are arranged by TIBE.
Booth allocation will be conducted by the Organizer after the registration deadline, based on the number, scale, type, and nature of registered exhibitors, as well as the overall planning requirements of the exhibition venue.
Exhibitors may submit booth location preferences in writing; however, such preferences are for reference only and do not guarantee allocation accordingly.
TIBE does not offer paid booth upgrades, paid relocation, or any additional-fee arrangement for changing booth location.
The booth layout plan will be announced to exhibitors according to the schedule announced by the Organizer. Applicants should confirm that they fully understand and accept this booth allocation principle before completing their registration and payment.
5. Registration
All prospective exhibitors must complete the online registration process through the Organizer’s designated website. Registration by email, phone, fax, postal mail, or other non-designated methods will not be accepted unless otherwise approved by the Organizer in writing.
All registrations are subject to review and verification by TBFF. The Organizer reserves the right to decline or cancel the registration of any applicant that does not meet the eligibility requirements or whose participation is deemed inappropriate for the fair.
Registrations submitted after the announced deadline will not be accepted.
Applicants must complete all required fields in the registration form accurately and completely. It is the applicant’s responsibility to ensure that all submitted information is correct.
If any inaccuracy occurs during registration, the applicant must notify the Organizer and correct the information accordingly.
Exhibitors may exhibit individually or collectively. In the case of a collective stand, one representative exhibitor shall complete the registration on behalf of the collective participants and shall be responsible for communication with the Organizer.
6. Payment
After registration, the Organizer will issue an invoice or payment notice to the applicant, generally to the contact person’s email address provided during registration.
The applicant must remit the full payment to the designated bank account within one month from the date of receiving the invoice or payment notice, unless otherwise specified by the Organizer.
If full payment is not received by the payment deadline, the Organizer reserves the right to cancel the application and release the booth space.
All bank charges, remittance fees, transaction fees, intermediary bank fees, and other payment-related expenses shall be borne solely by the applicant.
Payment may be made only by wire transfer or by other methods specifically designated by the Organizer. Cash, checks, and credit cards are not accepted unless otherwise announced by the Organizer.
After full payment has been received and verified, the Organizer will issue a receipt to the applicant after the booth allocation has been determined.
7. Publications from Mainland China, Hong Kong, and Macao

Exhibitors intending to bring into Taiwan or to display, sell, distribute, promote, or otherwise present publications originating from Mainland China, Hong Kong, or Macao at TIBE must comply with all applicable laws, regulations, and approval requirements of Ministry of Culture of Taiwan. This Article applies according to the origin of the publications, regardless of where the exhibitor is registered.
凡擬將中國大陸、香港或澳門出版品運入臺灣,或於台北國際書展中展示、販售、發送、宣傳或以其他方式呈現者,均應遵守臺灣文化部規定、相關法規及許可辦法。本條係依出版品來源地判定,不因參展者之登記國家或地區而有所不同。
The relevant application, review, and approval procedures are administered by Taiwan’s Ministry of Culture or other competent authorities, and not by TIBE or the Taipei Book Fair Foundation.
相關申請、審查及核准程序係由臺灣文化部或其他主管機關辦理,並非由 TIBE 或台北書展基金會辦理。
Exhibitors are solely responsible for reviewing the applicable requirements, confirming the submission procedures and applicant qualifications, preparing all required publication lists and supporting documents, submitting the application directly to the competent authority, completing any required correction or supplementation, monitoring the application status, and obtaining all necessary approvals before the exhibition.
參展者應自行查閱適用規定、確認申請程序及申請人資格、準備所需出版品清單及相關文件、直接向主管機關提出申請、完成必要之修正或補件、自行追蹤申請進度,並於書展前取得所有必要之核准或許可。
TIBE and the Taipei Book Fair Foundation will not submit, receive, forward, review, amend, supplement, or follow up on any application on behalf of an exhibitor. TIBE will not individually remind exhibitors of application deadlines or approval status.
TIBE 及台北書展基金會不會代替參展者提出申請、受理或轉交文件、審查出版品、修改申請內容、辦理補件或追蹤申請進度,亦不負責個別提醒參展者申請期限或核准狀態。
Exhibitors must submit the required publication list, publication information, proposed handling method, and supporting documents to the competent authority at least 40 working days before the first move-in day of the exhibition, or within any other period prescribed by the competent authority.
參展者應最遲於書展第一個進場日前 40 個工作天,自行向主管機關提交所需之出版品清單、出版品資料、預定處理方式及相關文件;如主管機關另有規定,應以主管機關所定期限為準。
As the application and review period for TIBE 2027 will coincide with the Lunar New Year holiday, exhibitors are strongly advised to submit all required materials at least two months before the exhibition. This is an advance planning recommendation only and does not replace or change any deadline prescribed by the competent authority.
由於 2027 年書展前之申請及審查期間適逢農曆春節前後,行政作業時間可能延長,強烈建議參展者於書展前至少兩個月的工作天提交所有所需資料。前述兩個月僅為提前作業建議,不取代或變更主管機關所定之期限。
Submission of an application does not constitute approval. Acceptance of an exhibitor registration, allocation of a stand, issuance of an invoice, or receipt of payment by TIBE does not mean that the relevant publications have been approved by the Ministry of Culture or any other competent authority.
完成送件並不代表已獲核准。TIBE 接受參展登記、分配展位、開立發票或收取費用,均不代表文化部或其他主管機關已核准相關出版品。
Completion of all required application procedures and receipt of all necessary approvals are conditions of participation. If an exhibitor fails to complete the required procedures, submit the required materials within the applicable working-day period, provide complete and accurate information, complete any required supplementation, or obtain the necessary approval before the exhibition, the exhibitor shall not be eligible to participate or continue participating.
完成所有必要申請程序並取得主管機關之必要核准,為參展資格之必要條件。如參展者未完成必要程序、未於適用之工作天期限內提交資料、未提供完整正確之資料、未完成主管機關要求之補件,或未能於書展前取得必要核准,即不具備參展資格,或不得繼續參展。
Exhibitors may present only publications included in the approved application or publication list and must comply with all approved conditions concerning quantity, purpose, display, sale, distribution, donation, storage, return shipment, or other handling. Approval to exhibit a publication does not necessarily constitute approval to sell or distribute it.
參展者僅得呈現列於核准申請或核准清單內之出版品,並應遵守主管機關就數量、用途、展示、販售、發送、贈送、倉儲、退運或其他處理方式所核定之條件。取得展覽許可並不當然代表已取得販售或發送許可。
If an exhibitor fails to comply with this Article, applicable laws, government instructions, or approval conditions, the Organizer reserves the right to reject or cancel the exhibitor’s registration, suspend or terminate its participation, revoke its exhibitor status, withdraw the allocated stand, refuse admission of the relevant publications, or require the immediate removal of any unapproved or non-compliant publication.
如參展者未遵守本條、相關法令、主管機關指示或核准條件,主辦單位有權拒絕或取消其參展登記、暫停或終止其參展、撤銷參展者資格、收回已分配之展位、禁止相關出版品進入展場,或要求立即撤除未經核准或不符合規定之出版品。
Any rejection, cancellation, suspension, termination, withdrawal of stand allocation, or inability to participate arising from the exhibitor’s failure to complete the required procedures or obtain the necessary approval shall not be eligible for any refund.
凡因參展者未完成必要程序或未取得主管機關核准,而導致參展登記遭拒絕或取消、參展遭暫停或終止、展位遭收回,或無法參加書展者,均不適用退費。
Notwithstanding Article 8 or any other cancellation and refund provision in these General Conditions, no stand fee, registration fee, bank charge, remittance fee, transaction fee, administrative fee, service fee, or other amount already paid shall be refunded under such circumstances.
即使本一般規定第 8 條或其他條文另有取消及退費規定,在上述情形下,參展者已繳納之展位費、報名費、銀行手續費、匯款費、交易費、行政費、服務費及其他任何款項,均概不退還。
All costs, liabilities, customs issues, transportation expenses, storage charges, return-shipment costs, removal costs, penalties, losses, damages, or other consequences arising from delayed or incomplete application, rejection of an application, failure to obtain approval, or non-compliance with applicable requirements shall be borne solely by the exhibitor.
凡因延遲申請、申請資料不完整、申請遭駁回、未取得必要核准或未遵守相關規定所產生之費用、責任、海關問題、運輸費、倉儲費、退運費、撤除費、罰款、損失、損害或其他後果,均由參展者自行承擔。
TIBE and the Taipei Book Fair Foundation do not guarantee that any application or publication will be approved and shall not be liable for any delay, rejection, inability to exhibit, customs issue, removal, confiscation, penalty, loss, damage, expense, or other consequence arising from the application or approval process.
TIBE 及台北書展基金會不保證任何申請案件或出版品必然獲得核准,對於申請或審查程序所產生之延誤、駁回、無法展示、海關問題、撤除、扣留、罰款、損失、損害、費用或其他後果,概不負責。
- Cancellation and Refund Policy
An exhibitor’s cancellation is defined as a situation in which the exhibitor has already completed payment for the booth or space but later wishes to withdraw from participation.
Any cancellation must be submitted to the Organizer in writing. The date on which the Organizer receives the written cancellation notice shall be used as the basis for calculating any applicable refund.
If the Organizer receives the written cancellation notice more than 60 days before the first move-in day of the exhibition, TIBE may refund 50% of the booth fee. Any approved refund will be processed only after the conclusion of that year’s exhibition.
If the Organizer receives the written cancellation notice within 60 days before the first move-in day of the exhibition, no refund will be provided.
Registration fees, bank charges, remittance fees, transaction fees, and any other administrative or payment-related costs are non-refundable.
9. Visa and Invitation Letter
Due to administrative and staffing limitations, TIBE is unable to apply for visas on behalf of exhibitors, provide visa application services, or issue visa invitation letters for exhibitors.
Exhibitors are kindly requested to check in advance the visa and entry requirements applicable to the passports held by their traveling staff members, representatives, contractors, or guests.
Exhibitors are solely responsible for ensuring that all persons traveling to Taiwan on their behalf obtain the necessary travel documents, visas, permits, or entry approvals before departure.
10. Exhibitor Conduct During the Fair /
Exhibitors are welcome to expand their business through rights meetings, professional networking, publishing promotion, reader engagement, book sales, and other activities related to the publishing and book industries.
However, the Organizer reserves the right to decline, restrict, or terminate the participation of any exhibitor whose activities are not primarily related to publishing services, rights trading, publishing promotion, book sales, or publishing-related product sales.
Activities such as aggressive direct selling, unsolicited solicitation, religious or ideological propagation, political advocacy, recruitment, fundraising, or any activity that the Organizer considers unrelated to the professional and commercial purpose of the fair may be restricted or prohibited.
The Organizer reserves the right to make the final decision in such matters.
Exhibitors may not leave their booths vacant during exhibition opening hours. Exhibitors are also prohibited from dismantling their booths before the official dismantling period.
In the event of violation, the Organizer reserves the right to reject the exhibitor’s future participation in TIBE.
11. Exhibitor’s Catalog
Exhibitors must enter or upload their company, organization, or association information online by the announced deadline in order to be included in the printed and/or online exhibitor catalog.
Late entries, incomplete entries, or entries submitted after the deadline may not be included.
12. Exhibitor’s Manual
The Organizer will issue the Exhibitor’s Manual to exhibitors after the final payment deadline.
The Exhibitor’s Manual will include important information for exhibitors, including but not limited to move-in and move-out dates and times, storage information, exhibitor passes, hotel information, freight and logistics, booth furnishing, electricity, safety regulations, and other operational instructions.
Exhibitors are required to read the Exhibitor’s Manual carefully and comply with all instructions, rules, deadlines, and regulations contained therein.
Please note that certain items or services mentioned above, including but not limited to freight and logistics, hotel arrangements, electricity, storage, booth furnishing, and other optional or exhibitor-specific services, may incur additional costs depending on each exhibitor’s individual requirements. Exhibitors are strongly advised to contact the relevant official contractors, service providers, or partner vendors as early as possible to confirm service details, deadlines, and applicable fees.
13. Stand Construction and Furnishing
All booths must be furnished and operated within the area purchased by the exhibitor.
For Space Only booths, the minimum furnishing requirements include: installation of partition walls against neighboring booths; carpet or other approved floor covering over the full purchased area; and an exhibitor name board, fascia board, or equivalent signage within the exhibitor’s own booth area.
Exhibitors who purchase Space Only booths may appoint their own contractor or use the Organizer’s official contractor. It is the exhibitor’s responsibility to ensure that the contractor and construction work comply with all applicable Taiwanese laws, venue regulations, safety requirements, and TWTC regulations.
All negotiations, agreements, payments, and disputes with contractors or designers are the sole responsibility of the exhibitor.
For Standard Shell Scheme booths, the booth will be constructed by the Organizer’s official contractor according to the standard specifications.
If an exhibitor who has purchased a Standard Shell Scheme booth wishes to order additional furnishing items, equipment, decoration, graphics, or services, the exhibitor shall communicate and settle the relevant costs directly with the Organizer’s official contractor.
No booth construction, furnishing, decoration, signage, display item, or activity may exceed the purchased booth area.
The maximum booth height is 4 meters, including name boards and signage, unless otherwise approved by the Organizer and the venue.
In accordance with TWTC safety regulations, pillars with fire hydrants, electrical boxes, ventilation devices, or other public safety facilities may not be covered or obstructed at any time during the fair, including during booth construction and decoration.
Enclosing a pillar with decoration is allowed only where permitted by venue regulations and only after prior application and approval. If a pillar located next to a 6-meter-wide aisle is enclosed, mandatory public utility facilities may be installed next to the pillar, including but not limited to directional signs and waste bins. Exhibitors may not remove, relocate, or obstruct such public utility facilities.
14. Liability for Theft, Loss, and Damage
During exhibition opening hours, the exhibitor shall supervise its booth either directly or through its own staff.
The exhibitor is the sole custodian of all materials, property, products, displays, equipment, furnishings, and personal belongings present in its exhibition space throughout the fair, including the move-in and move-out periods.
The exhibitor agrees to indemnify and hold harmless TBFF, the Organizer, the venue, and their respective staff, contractors, and representatives from and against any loss, damage, liability, claim, cost, or expense arising from the exhibitor’s property, booth, activities, staff, contractors, guests, or failure to comply with applicable regulations.
15. Intellectual Property
Exhibitors must ensure that all exhibited goods, publications, images, designs, audiovisual materials, music, software, trademarks, logos, and other materials used or displayed during the fair do not infringe any intellectual property rights or other legal rights of third parties.
The Organizer is not responsible for verifying the legality of exhibited goods, displayed materials, music, audiovisual content, or other intellectual property used by exhibitors.
The exhibitor shall bear full legal responsibility for any infringement, claim, dispute, penalty, or lawsuit arising from its exhibited goods, displayed materials, activities, or use of intellectual property.
16. Special Prohibitions
Without the Organizer’s prior written consent, exhibitors may not transfer, sublet, share, assign, or otherwise hand over their booth, in whole or in part, to any other company, organization, individual, or third party, whether registered or unregistered, charged or free of charge.
Violators may be fined, removed from the fair, and/or barred from future participation.
Exhibitors may not use any device, medium, performance, or activity that produces sound exceeding 85 decibels or otherwise disturbs neighboring exhibitors or visitors.
Cooking is prohibited within the exhibition venue unless prior written approval has been obtained from the Organizer and the venue.
Hazardous materials, dangerous goods, flammable substances, illegal items, and any materials prohibited by law or venue regulations are strictly prohibited within the exhibition venue.
The Organizer reserves the right to require exhibitors to immediately remove, modify, suspend, or terminate any display, product, activity, decoration, sound, equipment, or behavior considered unsafe, disruptive, unlawful, or inappropriate.
17. Postponement, Reduction, or Cancellation of the Exhibition
In the event of unforeseeable circumstances, emergency events, force majeure, natural or man-made disasters, epidemic or public health situations, government orders, venue restrictions, legal requirements, or any other circumstance beyond the reasonable control of the Organizer, the Organizer may postpone, reduce, reschedule, relocate, modify, or cancel the exhibition.
The Organizer will inform exhibitors of such changes as early as reasonably possible.
If the exhibition is postponed, reduced, rescheduled, relocated, modified, or cancelled due to any of the above circumstances, payments already made will not be refunded unless otherwise announced by the Organizer.
The Organizer reserves the right to determine the appropriate handling of fees, booth arrangements, and related matters based on the actual circumstances.
18. Final Interpretation
The Organizer reserves the right to amend, supplement, interpret, and enforce these General Conditions, the Exhibitor’s Manual, and all related exhibition rules and regulations.
In the event of any dispute, inconsistency, or matter not covered herein, the Organizer reserves the right to make the final decision.
